According to the statute of the State Labour Inspectorate (SLI) of the Republic of Armenia the Inspectorate is “an institute of the executive government of RA functioning in the structure of the Ministry of Labour and Social Issues of RA”.
SLI’s main function is the implementation of state control and supervision over the adherence to the labour legislation and other normative legal acts containing norms of labour law on the part of employers in conformity with the rules established by the legislation of RA.
The State Labour Inspectorate of RA was founded by the government decree 1146-N, of July 25, 2004. On March 24, 2005 the National Assembly of RA passed a law on the State Labour Inspectorate of the Republic of Armenia.
SLI is a separate subdivision of the Ministry of Labour and Social Issues and its direct leadership is implemented by the Head of the Inspectorate who is also the Chief labour inspector of RA.
The State Labour Inspectorate realizes its activities through the central machinery and 11 district centres, cooperating with the confederation of trade unions, unions of employers, law-enforcement authorities, republican executive bodies which have control and supervisin permissions, local self-government bodies, other state and pubic organizations. The employees of SLI are civil servants. Currently there are 149 emloyees in SLI, among theme 35 are involved in the central machinery, 28 employees work in the Yerevan district center and 7 to 10 employees work in each district center depanding on density of the population.
While undertaking its activities SLI followes the principles of freedom of action and social partnership in the sphere of labour protaction.
The Inspectorate organizes and conducts seminars for employers througout the Republic in order to elucidate labour legislation and other normative legal acts containing norms of labour law. Two times in a month (on the first and third Thursday) the Inspectorate arranges a reception for employers (their representatives), during which personal consultancy on specific cases is being provided.
According to its working scedule SLI conducts planned check-ups (audit). Double audit or administrative proceedings are being conducted on the basis of the complaints of civilians on violation of labour legislation.
The Slate Labour Inspectorate actively cooperates with the appropriate institutions of other countries and international organizations (International Labour Organization, General Labour Inspectorate of the Republic of Bulgaria, International Association of Labour Inspections, etc.). In October 2007 the State Labour Inspectorate of RA became an assotiate member of the International Association of Labour Inspection. Since July 2008 the Inspectorate is a full member of an Association.
